Both state and federal governments are highly supportive of foreign investment and assumes a pro-active role in facilitating operations by businesses. Several agencies have been set up to assist both local and foreign investors in setting up or expanding their businesses. These include the Ministry of International Trade and Industry (MITI), Malaysian Industrial Development Authority (MIDA), Malaysia External Trade Development Corporation (Matrade), Multimedia Development Corporation (MDec) and Halal Industry Development Corporation (HDC). For further assistance, the Negeri Sembilan Investment Centre (NSIC) is a one-stop centre that provides support to investors in obtaining approvals from relevant government agencies, identifying support services and local industries that are capable of supplying the required services.

Malaysia highly encourages investments and values both local and foreign participation in the economy. To do so, it offers attractive incentives ranging from flexible payment arrangements such as short-term leases and staggered payments to tax exemptions and business grants.
